The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to HQ AETC/A1MP. Manages the programming and allocation of over 52,000 manpower requirements in Air Education and Training Command.
Major duties
Plans, organizes, and directs the activities of Programs Branch, ensuring that branch complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and Programs Branch objectives. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Develops, modifies, and/or interprets performance standards. Represents Programs Branch with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with Air Staff, HQ AETC staff and other major commands, direct reporting units, and subordinate units. Provides management advisory services to top-level managers concerning manpower programming, manpower allocation, permanent organization issues, the manpower data system, and the MPA Man-day Program. Exercises significant responsibilities in dealing with officials of other units or organizations, or in advising management officials of higher rank. Formulates new or revised methods, procedures, and systems for the allocation and control of manpower resources to coincide with AETC current and long-range wartime and peacetime programs, studies, and special projects
Qualification
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes designing and conducting comprehensive strategies to improve efficiency and effectiveness of manpower programs and initiatives; and identify propose, and devise innovative policies and guidance; develop and recommend manpower and organization policies and guidance, and perform continuous appraisal of the utilization of manpower resources in accomplishing objectives and goals; ensure compliance with regulatory requirements and governing directives; experience in completing the Management and Program Analysis duties and responsibilities described with the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS) and Department of Air Force policy, procedures, and schedules for developing Program Objectives Memorandum, Budget Estimate Submissions, and Financial Plans in support of major war, mobilization, and other contingency and operational plans. Knowledge of the relationship of the various Air Force entities involved in overall planning and execution of military operations and evaluations and the way the PPBS process supports them. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Knowledge of qualitative and quantitative techniques to apply DoD, Joint, and Air Force management engineering principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance and policy. Knowledge of the mission, roles, functions, permanent and expeditionary organizational structures, and operation of DoD and Air Force organizations to provide command-level staff guidance and/or conduct studies to determine manpower and skill levels to staff organizations. Knowledge of the application of AETC as it applies to assigned programs and assigned weapons systems. Knowledge of manpower resource management principles and techniques as they relate to base realignment and/or closure and contracting out studies. 4. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources, for which the Air Education and Training Command Commander has responsibility. 5. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
