Job summary
You will serve as a SUPERVISORY PROGRAM MANAGER in the Directorate Ship Management (DSM), Fleet Replenishment Oilers (PM1) of MILITARY SEALIFT COMMAND.
Major duties
You will direct, manage and supervise Fleet Replenishment Oilers Project Officers and serve as the second-line supervisor for their subordinates. You will assign and review work; monitor accomplishment for timelines and acceptability; and provide advice, counsel and instruction. You will exercise final authority for the full range of personnel actions and organizational design proposals recommended by subordinates. You will serve as the PM1 Program Manager, responsible for a global fleet of Naval auxiliaries, manned by civilian mariners, including long-term and day-to-day operational issues for the assigned ship class. You will be responsible for programmatic planning, directing TYCOM support, supervising, and monitoring daily readiness and maintenance. You will administer the activities for PM1 and make decisions on matters related to Fleet Replenishment Oilers. You will represent Director, DSM at meetings and conferences both within and outside MSC involving PM1 matters including fiscal, operational, maintenance, logistics, and contract issues. You will be accountable for maintaining readiness of all assigned assets. You will evaluate and analyze program progress and efficiencies in terms of effective attainment of scheduled objectives and milestones, utilization of funds, and resolution of problems; and ensuring customer requirements are satisfied. You will establish metrics and analysis systems for functions managed to assess efficiency, effectiveness and compliance with regulatory procedures. You will plan and coordinate work in such a manner that promotes a smooth flow and even distribution and ensures effective use of organization resources to achieve organization goals and objectives as well as customer needs.
Qualification
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience making top-level executive decisions on courses of action having far-reaching implications. Experience leading complex studies requiring the application of a wide range of analytical and evaluative techniques such as work measurement, task analysis, cost analysis, flow charting or work processes. Experience directing long range strategic planning activities. Experience directing, coordinating, developing and representing corporate programs and initiatives. Expert experience with commercial ship operations, construction, capabilities, and maintenance management procedures, as well as shipboard and auxiliary systems including operations, maintenance, and repair and/material readiness.
