The primary purpose of this position is to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of an identified high-potential, mid-level manager/executive; is not a continuing position and assignment duration is limited to 36 months.

Major duties

1. Performs Career Broadening assignments designed to enhance and develop leadership competencies and business skills in the civil engineering functional community. 2. Provides oversight to ensure effective policy for the Air Force Civil Engineer during the development of facility energy programs and throughout the management of the assigned programs. 3. Establishes, interprets, and implements policies, guidance, and procedures to provide oversight and management of installation resilience and Civil Engineering Operations functions. 4. Performs career broadening assignments involved with representing the concerns of the Department of the Air Force at senior strategic meetings and conferences; prepares staff studies, bullet background papers, and various documents to meet special needs; develop and gives oral presentations; leads and/or serves on steering committees. 5. Carries ot special projects and assignments designed specifically to meet the career broadening intent of the position.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Professional and Scientific Standards for General Schedule Positions, BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/files/all-professional-engineering-positions-0800.pdf FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of a broad range of program management (comprehensive planning, asset management, mechanical, civil, electrical, and environmental) and engineering concepts, principles, and practices and knowledge of Air Force Civil Engineering goals and objectives. 2, Extensive knowledge of a broad range of problem-solving methods, practices, and techniques used to determine viable approaches and solutions in communicating new concepts, goals, and objectives, including Air Force Service Development and Delivery Process and Business Process Re-engineering. 3, Knowledge of change management approaches, tools, development, utilization, and tracking of performance metrics, and phase of the project lifecycle. 4. Skill in conducting regular or periodic reviews of subordinate organization programs and evaluating results to assess accomplishment of USF program requirements. 5. Ability to research and interpret congressional language and DoD and federal agency regulations, policies and public laws, to incorporate into Air Force policy and guidance. 6. Ability to recognize and analyze programs and situations and develop rules, regulations, and procedures for timely and economical solutions. 7. Ability to develop long-term strategic plans and formulate, justify, and defend assigned program. Thorough understanding of program requirements in order to develop a fully coordinated staff input to the PPBE process.
