Job summary

You will serve as a SUPERVISORY PROGRAM MANAGER in the PROGRAMMING, BUDGETING AND FINANCIAL EXECUTION DEPARTMENT (SEA 04P) within INDUSTRIAL OPERATIONS DIRECTORATE (SEA 04) of NAVSEA HQ FIELD SUPPORT. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.

Major duties

You will apply expert knowledge of Planning, Programming, Budgeting and Execution (PPBE) process as well as use of the Navy's Program Budget Information System (PBIS) in order to manage the programming, budgeting and financial execution. You will be responsible for providing management, financial, business analysis functions, workload forecasting and data analytics to support various Naval Shipyards programs and projects. You will be responsible for the development of annual shipyard budgets, financial performance reviews and financial risk assessments. You will develop policies and procedures to improve shipyard financial performance and review all proposals for asset capitalization projects for cost-benefit payback. You will provide financial guidance to the Naval Shipyards for the development of manpower requirements, including execution and reporting functions. You will present and justify the budget at all review levels establishing, coordinating and controlling the distribution of funds to activities outside SEA 04. You will ensure fulfillment of policy requirements for fund control, accounting procedures, and the generation of data for reporting the financial status of Naval Shipyard programs and projects. You will perform supervisory responsibilities to include evaluating employee performance, providing guidance on administrative and work matters, identifying training opportunities, establishing work assignments and setting priorities.

Qualification

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band (or GS-13 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector evaluating program requirements (e.g., budget/financial performance, business analysis, workload leveling, or data analytics) to support strategic planning initiatives for a shipyard or industrial organization.
