Job summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Business & Technical Management Career Path (AcqDemo only) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This Management Analyst position serves as HR liaison for Project Manager Cyber and Space located outside Fort Meade in Hanover, MD.
Major duties
Responsible for analyzing, evaluating, developing and advising on the promoting the organization's Human Resource programs. Examines, interprets, and applies personnel/position management guidelines, regulations, and policies. Coordinates actions with appropriate management and staff elements locally and at higher headquarters. Plans, develops, conducts, and analyzes comprehensive management studies, surveys, reviews to accomplish human resources and training program goals and objectives. Develops, implements, and monitors utilization of resources. Maintains employee training enrollment and completion records.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Managing civilian personnel and human resources actions such as recruitments, onboarding, performance evaluations, career development, awards processing, or training; 2) Tracking hiring, organizational structure, or resourcing activities for a supported program; 3) Analyzing regulatory policies/procedures to ensure efficiency of administrative operations. This definition of specialized experience is typical of work performed at the next lower grade level or band (GS-11/NH-02)
