Job summary
There is an anticipated vacancy for an attorney to serve as an Assistant/Associate Counsel at the Strategic Weapons Facility, Pacific (SWFPAC) within the Office of Counsel, Strategic Systems Programs (SSP). The SWFPAC position has a duty station of Bangor, WA and is eligible for telework. SSP's headquarters is located at the Washington Navy Yard, Washington, D.C.
Major duties
You will primarily provide legal advice and counsel to the Strategic Weapons Facility Pacific (SWFPAC) and Space Flight Systems (SPF) in areas of civilian personnel law, ethics and standards of conduct, information law, and support agreements. You will also provide advice and counsel in administrative investigations and other OGC practice areas, such as contracts and fiscal law and environmental law. You will represent SSP through its Office of Counsel in the conduct of litigation of civilian personnel matters in proceedings before the Merit Systems Protection Board (MSPB) and the Equal Employment Opportunity Commission (EEOC). You will conduct training on standards of conduct and other ethics issues including financial conflicts of interest, gifts, post-government employment restrictions, etc. You will provide guidance on planned events and fundraising efforts to ensure compliance with all applicable laws and regulations. You will coordinate with the Navy Inspector General, the Naval Criminal Investigative Service, the Department of Defense Inspector General, and the Department of Justice and Federal Bureau of Investigation in cases involving fraud, waste, and abuse. You will furnish legal advice on fiscal law matters, including the provision of advice and counsel regarding the Purpose Statute, the Bona Fide Needs Rule, the Anti-Deficiency Act, the Full Funding Rule, and restrictions on augmentation of funds. You will advise on other documentation matters, including Unclassified Controlled Nuclear Information (UCNI) and Critical Infrastructure Security Information (CISI). You will advise DON personnel and the requester as to the limits of DON personnel’s testimony, and for representing DON’s interests at depositions, hearings, and trials.
Qualification
The position will be filled at the NH-04 level (General Schedule (GS)-15 equivalent) under the Acquisition Demonstration Project (AcqDemo) performance management system. The precise pay will be set commensurate with the successful applicant's qualifications, funding availability, and AcqDemo pay guidelines. To be eligible for selection at the NH-04 level (GS-15 equivalent), the applicant must have at least five-and-one-half years of recent and relevant successful legal experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Education
The successful applicant must, at the time of application, have graduated from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court.

Applicants will be evaluated on: 1) breadth, depth, and quality of experience in, or familiarity with the areas of law described in the vacancy announcement; 2) research, analytical, and writing skills, and their oral communication and advocacy skills; and 3) interpersonal skills, including the ability to work well with a team of attorneys and establish strong working relationships with senior military and civilian clients, including general officers and members of the Senior Executive Service.
