Major duties
You will review ship and/or system specifications, contract plans, basic and specific contracts, schedules, test forms, contractor and government procedures, technical reports, correspondence, and other information. You will identify potential problems in the areas requiring special coordination efforts. You will Conducts research and coordinates parts availability assessments, develop alternative procurement plans, and executes contract actions. You will consult with various specialists and other government/commercial activities to obtain the necessary guidance and/or direction for establishing government positions. You will coordinate communications relative to the identification of combat system, nuclear and non-nuclear deficiencies, assign responsibility for corrective action, and initiates work authorization. You will chair conferences, establish planning estimates, receive and manages project funds, distribute relevant repair and modernization information, and act as the business agent for all activities. You will attend various conferences and meetings. You will maintains daily contact and monitor progress of shipboard work, keep abreast of, and coordinate resolution of daily problems that have a potential impact on ship availability schedules. You will visits/inspect submarines to observe and assess the progress of on-going installations and repairs, and reviews identified problems with ship's force and contractor personnel. You will develop work scope specifications, and processes the associated contract change orders as required for all submarine combat, nuclear and non-nuclear systems at various levels from individual parts to fully integrated systems. You will provides budget estimates for each contract change order, initiate requests for funds, confirm receipt of funding, and resolve closeout of final billing including disposition of all residual funds. You will advise customers of problems that may arise that require additional funds, ensure that criteria established by customers is adhered to for all authorized work, and keeps customers apprised of funds expenditure throughout. You will conduct a detailed review of the completion status of the ship. You will assemble all necessary reports and data, while preparing the final written ship status report. You will process contract changes received and resolves all technical and administrative issues associated with the applicable changes. You will coordinate the effort involved with maintaining the applicable continuity of different certifications. You will coordinate actions dealing with major and minor claims, researching, while providing recommendations to upper level management.
Qualification
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Initiating, coordinating, or overseeing all phases of ship work (e.g. construction, alteration, modernization, or repair) to ensure compliance or execution of contracts for the advancement or improvement of submarines.
