Job summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Business & Technical Management Career Path (AcqDemo only) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Human Resources Specialist performing generalist duties in support of USAASC Headquarters (HQ) and the Program Executive Offices (PEOs).
Major duties
Serve as an advisor and consultant on personnel management issues, implementation of laws, regulations, policies, programs and objectives established by higher echelons. Design and conduct studies and analyses of Human Resources Programs. Develop staffing guidance in the form of policy and program objectives. Analyze recruitment and placement program elements to determine needs of the agency, provides continuing advice and guidance on any of the following: recruitment and staffing, basic employment policy, and appointment authorities.
Qualification
Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Providing integrated federal civilian human resources advisory services to managers/supervisors on recruitment and placement principles, polices, laws, regulations, and practices; 2) Analyzing federal civilian human resources data to develop solutions to reduce time to hire and address organizational recruitment challenges; 3) Leading federal civilian human resources projects or initiatives; AND 4) Providing technical advice and quality control review to federal civilian human resources team members. This typically includes work performed at the next lower grade/level NH-02 (GS-11) position in the federal service. You will be evaluated on the basis of your level of competency in the following areas: Communications Employee HR Management - Basic Personnel and Human Resources Staffing and Recruitment
