Job summary
This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15. You will serve as a Supervisory Quality Assurance Specialist in the Quality Assurance Department (Code 300) of the Supervisor of Shipbuilding, Conversion & Repair (SUPSHIP), Gulf Coast.
Major duties
You will manage and direct a quality assurance program oversight of a highly industrialized shipbuilding contractor engaged in the maintenance, repair, and/or overhaul of naval ships under construction. You will exercise supervisory and managerial authorities through subordinate supervisors/leaders associated with assigning, reviewing, and evaluating work. You will direct and supervise an organization comprised of Quality Assurance Specialists, Engineers as assigned, as well as technical and administrative support positions and wage positions supporting the assigned functions. You will direct, guide, monitor, and evaluate the progress and review the work assigned to the division and branch heads. You will develop internal methods, procedures and policies governing the operation of assigned functions and responsibilities. You will plan work to be accomplished by subordinates, establish objectives, set and adjust priorities, and prepare schedules for completion of work. You will make changes in functional team assignments, balancing workload among subordinate team functions to increase effectiveness of operations. You will assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. You will evaluate the effectiveness of operations supervised in terms of mission accomplishment, quality and quantity of standards, procedural, policy and regulatory compliance, and technical competence. You will evaluate work performance of subordinate supervisors and nonsupervisory personnel. You will capture performance contractor deficiencies and report trends and correction actions to improve performance. You will notify appropriate union(s) of actions that affect policy, practice, or working conditions, and deal with employees and union representatives to resolve complaints or grievances. You will utilize team leaders to direct, coordinate, and oversee QA/QC and assessment activities. You will coordinate/resolve issues with officials of other organizations and advise higher management of program progress. You will collaborate with chiefs of other activities to negotiate, decide on, and coordinate work-related changes affecting other activities. You will advise higher-level management officials of problems involving the relationships of the operations supervised to broaden programs and their impact on such programs. You will resolve work problems presented by subordinate team leaders, by other organizations, and by contractors.
Qualification
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-3 broadband level (GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a mastery of quality assurance principles for the construction, repair or testing of naval ships.
