Job summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Supports Partner Relationship Management by accelerating delivery of high-priority Foreign Military Sales (FMS) cases in support of delivery of a total package to partner nations. This is a pay banded position. The NH-04 encompasses grades 14 and 15 on the General Schedule.
Major duties
Support reviews for FMS cases tasked to Technical Operations by Partner Relationship Management for accuracy, appropriateness of the sale, level of disclosure to the specific country, the supportability of equipment or technology from buying country. Coordinates across implementing agencies to identify and mitigate roadblocks and delays for high priority and at-risk FMS cases to ensure on-time delivery to partners. Identifies root causes for delays and roadblocks and develops and coordinates implementation of short and long-term actions to accelerate implementation and create efficiency. Prepares and presents briefings, reports, and presentations to civilian and military leadership, senior policymakers, and other USG, Foreign, Non-Governmental Organizations, and large multi-disciplinary groups.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Developing, coordinating, and/or managing the execution of Foreign Military Sales (FMS) program requirements to ensure effective program implementation and consistency with security cooperation initiatives; 2) Maintaining awareness of security cooperation regulations and policies that govern FMS programs; and, 3) Providing guidance to management on the development of policies and procedures concerning an agency's security assistance and/or security cooperation activities. This typically includes work performed at the next lower grade/level NH-03 (GS-13) position in the federal service. You will be evaluated on the basis of your level of competency in the following areas: Oral Communication Organizational Awareness Technical Competence
