Job summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Business & Technical Management Career Path (AcqDemo only) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as an expert advisor to management concerning the analysis and evaluation of major administrative-technical and program aspects of substantive mission-oriented programs. This is a pay banded position. The NH-03 is grades 12 & 13 on the General Schedule.

Major duties

Prepare, coordinate, and provide input to special and recurring reports covering all aspects of the weapon system review and analysis program, as required, by project management and higher echelons. Review and integrate programs and budgets by identifying apparent conflicts, overlap of functions, analyzing problem areas, and making recommendations for revisions to plans, programs, and budgets. Ensure budget data are consistent with provisions of agreements. Prepare technical and budgetary narrative impact statements resulting from changes in program guidance. Prepare documents and reports, coordinate and resolve conflicting issues; recommend alternative solutions to unusual problems; and make changes and corrections in the tracker to eliminate discrepancies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the NH-02 grade level in the Federal service which includes: 1) Provide management support services in the areas of program cost analysis and fiscal planning, manpower requirements, material and development of annual work plans; 2) Developing courses of actions regarding complex contract issues to advise management officials; AND 3) Analyzing and preparing program status reports/reviews for senior leadership. This typically includes work performed at the next lower grade/level NH-02(GS-11) position in the federal service. Position may be filled as a Term appointment NTE 3 years. Term appointments may be extended up to a maximum of six years. With DoD approval, term appointments may be extended beyond 6 six years, but no more than 8 years. Employees hired under the modified term appointment may be eligible for conversion to career-conditional appointments or career appointments. This position may be converted to permanent career or career-conditional appointment without further competition as long as the following requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service and employee must have a current performance rating under such term appointments of at least full successful or equivalent You will be evaluated on the basis of your level of competency in the following areas: Financial Management Oral Communication Planning and Evaluating Project Management
