Job summary
About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
Major duties
Provides financial management expertise, technical advice and guidance, and leadership in performing a broad and extensive range of financial management program planning and analysis. Financial management efforts include all aspects of program planning, budget analysis, cost estimating, prior year close-out, payroll and cost analysis. Formulates establishment and implementation of financial management policies, instructions, and procedures on all matters relating to programming, cost, budgeting, funding, forecasting, and status of funds. Fulfills and maintains all training and access requirements to required IT systems required for completing job functions. Responsible for all aspects of the formulation, development, and execution of budgets, financial plans, and multi-year programs to properly fund and meet program resource requirements. Prepares action plans for closing out prior year accounts, meeting annual budget calls, Program Objectives Memorandum (POM) development, Five- Year Defense Plans (FYDP), and other requirements. Provides advice, assistance, and guidance on budgeting, cost estimating and financial management related information. Devises and recommends the adoption of procedures to implement financial/budgetary processes, policies, and regulations issued by Major Command or Army headquarters Conducts analysis, reviews, and special studies of financial management and/or cost information. Reviews and assesses the long-term effects of financial management guidelines, such as new or revised legislation on assigned programs.
