Job summary
You will serve as a CONTRACT SPECIALIST in the Plans and Programs Division of STRATEGIC SYSTEMS PROGRAMS.
Major duties
You will be negotiating contracts supporting the TRIDENT II Sub Launched Ballistic Missile Program, Nuclear Weapons Security, Conventional Prompt Strike Program, and/ or Submarine Security Programs. You will direct/ perform the full range of contract administration actions required for dynamic, highly charged, highly visible, significant programs. You will be negotiating contract specifications, delivery dates, incentives, and other critical terms and conditions; awarding or recommending award of contracts. You will serve as the primary Business Advisor to the Branch Head of the Technical Branch, including the overall business and contractual strategy associated with the structuring of acquisition plans. You will be responsible for all phases of the procurement and acquisition cycles, including pre-planning, pre-award and pre-negotiation activities. You will be responsible for all actions within your prescribed area and will rarely be given specific direction in work except for professional projects. You will plan, develop, and implement unique and innovative contracting arrangements dealing with numerous contractor and subcontractor relationships. You will be developing solicitations, evaluating proposals, conducting cost and price analysis, completing negotiations, preparing contracts, and awarding. You will be investigating and resolving contractor delays, contractor performance assessments, subcontractor surveillance, deposition of claims, and similar matters. You will be administering contracts for high-dollar complex contractor proposals and present developed negotiation positions to a peer review panel.
Qualification
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing professional contracting work developing innovative acquisition plans, source selection plans, negotiation strategies, and contract terms or financial arrangements to establish comprehensive procurement solutions or modification of contracting terms for major systems acquisition. Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
