Job summary
You will serve as a MANAGER (Division Manager) in the Contracts Department, Acquisition Policy Oversight Division of NAVSURFWARCEN IH DIV. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-6 pay band encompasses positions equivalent to GS-14 and GS-15.
Major duties
You will direct and supervise the general functions of the division and will ultimately be responsible for the timeliness, accuracy and quality of the products and services that come out of the division. You will interpret and apply Federal, Department of Defense (DoD), Department of Navy (DON) and local acquisition regulations, policies, and procedures to the Contracts Department contracting process and local standard operating procedures. You will coordinate and lead the preparation of the Procurement Surveillance Program (PSP) conducted by Naval Sea Systems Command (NAVSEA), which includes a self-assessment pre-inspection report. You will develop and update policies, instructions, and standard operating procedures for the Contracts Department to assist in ensuring compliance with Federal, DoD, DON, and other regulations. You will be responsible for the Department's Managers Internal Control (MIC) Program requirements. You will initiate and participate in process improvement initiatives and serve as the Command point of contact for inspections for contract planning, development, execution, administration, and closeout. You will coordinate and respond to various data calls that may be requested at various levels within DoD including Deputy Assistant Secretary of the Navy (DASN), NAVSEA HQ, or to support the Command and Contracts Department.
Qualification
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-5 (GS-13/14 grade level equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: leading a team incarrying out all policy work related to the scope of the contracting organization. Examples of specialized experience would typically include, but are not limited to: providing guidance, interpreting, developing and implementing new and existing policies, responding to data calls, collecting and monitoring metrics for various functions of the Contracts Department. Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
