Job summary

The primary purpose of this position is to serve as an Air Staff level senior analyst and Chief, Weather Readiness Branch for the HQ USAF Directorate of Weather (HQ AF/A3W), Deputy Chief of Staff, Operations. The incumbent applies expertise and knowledge of Global Force Management and readiness reporting principles to weather and Operations Support Squadron (OSS) functional areas.

Major duties

Functions as the primary authority for Headquarters United States Air Force, Directorate of Weather (AF/A3W) on contingency and adaptive plans and policy for the posturing, deployment, and employment of Air Force weather and operations support personnel and equipment to meet worldwide requirements. Applying Air Force military expertise, performs a broad range of highly complex qualitative and quantitative analyses of programs, policies, and issues which have major impact on National Defense Strategy in the development of long-range plans such as war, mobilization, and similar operations or contingency plans. Maintains a continuous liaison with other Air Staff, AF MAJCOM Staffs, other service headquarters counterparts, joint staffs, and DoD offices to ensure that planning is consistent and integrated throughout the defense community. Develops and recommends, in coordination with designated MAJCOM Responsible Agencies, new methods for evaluating the effectiveness of weather capabilities and their presentation against assigned war, mobilization, and similar operations or contingency plans. Prepares position papers and presents high level briefings of assessments and readiness of military weather capabilities; many are not readily susceptible to verification of limitations due to weather considerations until actual operational situations are encountered and actual weather conditions are observed / reported.

Qualification

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. This is a GG-14 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GG-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of DoD and AF regulations, instructions, policies, and procedures in Global Force Management to effectively resolve highly complex, difficult, and controversial posturing, deployment, and wartime readiness problems and issues. Expert knowledge of Global Force Management principles (regulatory guidance, policies, and procedures). Position requires innovation, creativity, and experimental ideas to solve complex challenges on a regular basis. Knowledge of independently assessing and interpreting DoD and DAF policies and directives for potential areas of conflict or inconsistency. use expertise to develop and implement policy and guidance for the deployment and employment of Air Force weather and OSS capabilities to support Joint, Air Force, Army, and Special Operations Forces. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of DoD and AF regulations, instructions, policies, and procedures in Global Force Management to effectively resolve highly complex, difficult, and controversial posturing, deployment, and wartime readiness problems and issues. 2. Knowledge of end-user requirements for meteorological information and the ability to translate those user requirements into meaningful ways of presenting weather capabilities to the warfighter. 3. Knowledge of the Air Force weather architecture and related processes or similar processes for planning, developing, and integration of issues such as operational, technology, and system aspects, to meet military meteorological requirements in support of National Programs, DoD, and federal agencies. 4. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of Air Force Weather plans and programs enabling Air Force Service Core Functions, applicable Joint Capability Areas, and Capability Portfolio Management areas. Plans and programs also bolster the Strategy, Planning, Programming, Budgeting and Execution (SPPBE) system and acquisitions. 5. Knowledge of military (including command level) program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. 6. Skill in designing and conducting comprehensive studies and preparing solutions to especially broad, important, and critical military operational and contingency areas. 7. Skill to communicate orally and in writing with ability to articulate complex issues and develop and maintain effective interpersonal relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
