About Pentagon Force Protection Agency

The mission of the Pentagon Force Protection Agency (PFPA) is to provide force protection, security, and law enforcement to safeguard personnel, facilities, infrastructure, and other resources for the Pentagon Reservation and designated DoD facilities (hereinafter referred to as “the Pentagon Facilities”) within the National Capital Region (NCR), including the Raven Rock Mountain Complex (RRMC), Adams County, PA. PFPA addresses the full spectrum of threats by utilizing a balanced approach of comprehensive protective intelligence and counterintelligence analysis, to include forensic and biometric-enabled information, to determine the appropriate protective posture for personnel and facilities; prevention, preparedness, detection; all-hazards response; DoD emergency management; support the lead response management agency during an emergency or crisis; and provide comprehensive threat assessments, security, and protection services for Office of the Secretary of Defense personnel and other persons conducting official business or visiting the Pentagon. The PFPA is the DoD focal point for collaborating and coordinating with other DoD Components, other Executive departments and agencies, and State and local authorities on matters involving force protection, security, and law enforcement activities that impact the Pentagon Facilities.

Job summary

This position is located in the Office of the Director, Office of the Chief of Staff, Administrative Division. The incumbent provides administrative support to the immediate offices of the Directors of the PFPA and serves as the subject matter expert for agency correspondence control and processes.

Major duties

Incumbent typical work assignments may include the following: Manages internal and external tasks utilizing the agency's primary tool, the Correspondence and Task Management System (CATMS). Offers comprehensive oversight on all correspondence control actions, including independent review and assurance of proper coordination, policy compliance, format, classification, content, and appropriate dispatch. Serves as the agency's liaison with external agencies on external requirements. Conducts research, analyzes information, and prioritizes projects with guidance from the PFPA Chief of Staff and the Administrative Division Director. Acts on a broad knowledge of PFPA organization, functions, and responsibilities to appropriately direct-action items, policy documents, personnel actions, DoD directives and issuances, operating instructions, and final documents. Develops a range of administrative laws, policies, regulations, and precedents applicable to the administration of several programs including Congressional, Defense Privacy, and Freedom of Information. Utilizes expansive knowledge of PFPA, Washington Headquarters Services (WHS), and organizational structures and business practices (PFPA Directive process, Intra-Executive Departmental communication, and coordination processes; PFPA staffing, tasking, and coordination processes, etc.) and related programs such as PFPA Policy, Law Enforcement Operations, Security Integration/Administration, and Freedom of Information and Privacy Act policy.

OR Education: Have a Ph.D. or equivalent doctoral degree; OR 3 years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave. Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code.
