Job summary

You will serve as a Management Analyst in the Acquisition Information Systems, Code 021 of OFFICE OF NAVAL RESEARCH. Major duties

You will provide analytical and system administration support to the Director of Contract, Grants, and Acquisition and the Director of Acquisition Information Systems. You will develop report formats and templates which articulate the inner workings of the ONR Acquisition processes and how they relate to the ability of the Science and Technology Departments to support Naval Research. You will review, analyze, interpret, and disseminate laws, regulations, circulars, and instructions from the Command related to the pre/post-award contracts and grants functions applicable to the various IT systems. You will perform routine auditing on system user accounts. You will modify, updates, and cancel policies and procedures as necessary. You will publish informational documentation to headquarters and subordinate Commands to inform, clarify, and explain precedent setting situations related to the various IT systems used by individuals during the pre and post award phases of awards.

Qualification

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05/10 grade level or pay band (NO-02) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate most or all of the following: I have one year of specialized experience equivalent to the next lower grade level (GS-05/10) or pay band (NO-02) in the federal service or equivalent experience in the private or public sector performing most or all of the following: 1.) Serving as the functional specialist on complex automated systems that support pre/post - award operations in the Acquistion Department; 2.) Analyzing and investigating issues to resolve system-related matters; 3.) Drafting policy guidance's and interpreting laws and regulations; and 4.) identifying inconsistencies, negative impacts, and other problems with contracts and grant processes. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
