Major duties

Monitor the progress of and contribute alternative or third- party financing technical expertise, to priority and/or high visibility energy programs, projects, and/or initiatives for an organization. Initiate actions to avoid anticipated or actual problems detrimental to energy programs. Determine the source of, and provide direction to resolve, problems relating to policy and guidance. Support senior leadership and staff on all current strategic communication and engagement initiatives designed to enhance alternative financed energy and environmental programs internal and external communication and outreach. Provide budget input to the supervisor for the assigned program/projects and supplies justification as to the importance of efforts and the consequences of not providing the necessary funding. Provide development of goals, objectives, and strategic plans, which define the long-term emphasis and focus of the alternative financed energy environmental program.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) oversee and coordinate alternative financing programs, i.e. energy savings performance and utility energy service contracts and related energy programs and other strategic initiatives throughout an organization or enterprise; 2) apply program management techniques to ensure proper sequencing of events and tracking of processes and budget; 3) apply problem solving techniques to avoid anticipated or actual problems detrimental to the programs; 4) implement policy and actions to address development and sustainment of mission and objectives; 5) chair meetings, perform formal and informal briefings and presentations to high-level management and/or prepares information papers for appropriate activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Data Analysis and Decision Making Partnering Problem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
