Major duties

AFRL is responsible for executing Air Force strategic development planning and leading operational experimentation to support the SECAF and CSAF in strategic decisions meeting current and future AF needs. As a key strategic financial specialist, this position will look at integrating and streamlining business practices across AFRL, to provide full life-cycle decision support across Planning, Programming, Budgeting, and Execution (PPBE). Position duties include but are not limited to: Supports enterprise and mission priorities at all levels as a Branch Chief or Deputy to the FM Division Chief. Serves as the Senior Financial Advisor to the Chief of FM and shares fully in the duties, responsibilities and authority for the management of the division. In the absence of the Division Chief, the incumbent assumes full control and responsibility for the operation of the division. Oversees the day-to-day operations of FM, regularly mentors and promotes development and training for employees. Leads the execution of expert financial analysis throughout the branch. Plans work for subordinates in order to accomplish goals and objectives that integrate organizational and FM objectives consistent with DAF strategic initiatives. Establishes, revises and reviews policies, procedures, mission objectives and organization design as necessary. Researches and determines or recommends appropriate actions for issues that impact the organization. Eliminates barriers to mission accomplishment, promotes team building, implements quality improvements and responds to concerns with regulatory compliance and /or customer requirements. Sets and adjusts short and long term priorities and prepares schedules based on consideration of difficulty of requirements and assignments. Reviews metrics and methods of analyses to assess the efficiency and effectiveness of the FM Division. Leads the resolution of complex business problems through research and data analyses and determines/recommends appropriate courses of action. Advises the division and directorate with respect to financial analyses, trends, and program costs. Prepares and delivers financial presentations regarding financial health to directorate leadership. Represents AFRL within a variety of installation and functional area organizations. Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policies and procedures and resolves significant problems that arise.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Desired Qualifications: Desired Master's/MBA or equivalent advanced degree in finance, business administration, or other relevant meaningful Master's degree. Experience with successfully interfacing/collaborating with business partners across multiple functions outside financial management. Strong technical and financial management knowledge, including the ability to use financial models and effectively communicate data and results. Exceptional leadership skills include setting clear expectations, motivating employees and driving accountability to garner desired results. Knowledge/experience of Department of Defense Acquisition requirements; financial management concepts, principles, practices, laws, and regulations. Experience in building program plans and budget justification products. Experience of providing written and oral communications to senior leaders. Experience with solving complex issues which span multiple internal and external organizations.
