Job summary

Who may apply: Current, permanent DFAS employees in the competitive service and current DFAS VRA employees in the local commuting area and eligible DoD PPP Military Spouse preference applicants. Please note: This is NOT a 100% virtual/remote position where work may be performed from any location in the US. This position is eligible for local telework near the duty station of the position and is subject to management review and approval.

Major duties

Examines invoices, related Government Bills of Lading (GBL), travel orders, and other supporting documents to determine the validity of all charges billed and carriers'' fulfillment of government documents. Employee must identify any errors, omissions, duplications, or other irregularities on the invoice to include missing or erroneous appropriations. Review invoices for compliance with established entitlements, and verifies or corrects computations as applicable. Queries the payment database system to see if any more debts have been established in customer's account. Notifies civilian employee, retired or separated military member, general officer or carriers in writing of any pay adjustments due the government. Incumbent analyzes excess cost rebuttals by examining documentation submitted by claimant in response to pay adjustment notifications or cash collection vouchers submitted by the customer seeking relief from the excess costs. Examines evidence submitted by the claimant or carrier and determines if documentation is in compliance with regulatory requirements. Each rebuttal requires evaluation of allegations made, circumstances described, and evidence presented. Notifies the customer and other interested parties in writing of the results and findings of the rebuttal action.

Qualification

Human Resources will determine your qualifications for each grade level based on your interest and the additional following criteria. Resumes for federal government positions need more detailed work and accomplishment descriptions than a typical private sector resume. Please be sure to clearly describe the full scope of your work experiences in your resume. Combinations of education and experience may also be sufficient. Time in Grade - GS-04 Current or former Federal Government employees must have served at least 1 year as a GS-02 or above in the federal service. General Experience In order to be qualified at the GS-04 grade level you must have one year of general experience equal in level of difficulty and responsibility to that of the next lowest grade (GS-02) in the federal service. In this position general experience is defined as progressively responsible clerical, office, or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. Time in grade GS-05 In order to qualify at the GS-05 level, current or former federal government employees must have one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-03) within the federal service, which demonstrates the ability to perform the duties of the position is required. Specialized experience at the GS-05 level is defined as Investigating claims involving the shipment of personal property by commercial carriers. Making a determination of the validity of the claim according to the agreement signed by the carriers regarding any excess weight that was shipped. Initiating debt collection for the claims found to be validated by the evidence available and approved by the team leaders. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: GS-04: Two years of education above high school may be substituted to meet the general experience requirement. Successfully completed two years of education above the high school level in any field for which high school graduation, or the equivalent, is a prerequisite may be substituted to meet the general experience requirement. To be creditable, education must have been obtained from an accredited college or university. (You MUST submit transcripts or proof of education to verify your claim). Substitution of Education for Specialized Experience at the GS-05 level may be considered if it is directly related to the position being filled. GS-05: Four years of education above high school may be substituted to meet the specialized experience requirement if it is directly related to the position being filled. Four years of successfully completed education above the high school level in any field for which high school graduation, or the equivalent, is a prerequisite may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed education and experience may be used to meet total experience requirements.
