Job summary

You will serve as a TRAINING ADMINISTRATOR in the Military Sealift Command (MSC), Total Force Management (N1), CIVMAR MGMNT Program Officer (N12), Afloat Training (N12A), Workforce Development (N12A2) of MILITARY SEALIFT COMMAND.

Major duties

You will be responsible for administering major programs that are mission critical to the command and require subject matter expertise in the field maritime education and management. You will be responsible for preparing and delivering oral presentations and reporting to the Federal and State Maritime Colleges reflecting the shipping and education experience of cadets. You will be responsible for conducting annual assessment and gap analysis, developing corrective action plans, including individual training plans, and comprehensive strategies for on boarding the maximum number of cadets. You will be responsible for adapting new or improved applications of technology; establishing Standard Operating Procedures (SOP) based on evaluation and analysis of personally conducted research or data provided by inter agency partners. You will be responsible for interacting with activities within MSC to interface on their behalf with external stakeholders and various training agencies for personnel training, certification, and maritime credentialing. You will be responsible for determining needs and recommending development of new or experimental programs or revision of existing programs as related to cadet shipping.

Qualification

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience conducting training needs assessments and gap analysis, developing corrective action plans, including individual training plans, and comprehensive strategies and identifying appropriate resources. Experience drafting training plans and evaluating the effectiveness of training and instructor qualification programs. Experience administering course schedules, developing guidelines, instructional methods, course materials, including instructor and student guides, and training aids. Experience utilizing education and learning theories, principles, methods and practices, administration, policies, and procedures of the Federal and State Maritime Colleges. Experience implementing quantitative and qualitative analysis of data associated with the cadet shipping and cadet shipboard training as well as in methods for the assessment and improvement of the program future, career development assistance, and data tracking. Education

See Required Documents for additional information.*** OR Experience Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
