About U.S. Army Military Surface Deployment and Distribution Command

This position is located at Camp Arifjan, Kuwait. The base provides permanent support facilities for American troops in Kuwait, replacing temporary facilities that had been used since the Gulf War. It is a United States Army installation which accommodates elements of the US Air Force, US Navy, US Marine Corps and US Coast Guard. Military personnel from the United Kingdom, Australia, Romania and Poland are also forward deployed there. Camp Arifjan is located south of Kuwait City and Ali AL Salem Airbase, and west of the Shuaiba Port (Military Sea Port of Debarkation/Embarkation, or SPOD) and Kuwait Naval Base (KNB). The weather can be hot and dry with extreme heat in the summer months and mild winters. The base has three base exchanges (AAFES), many fast food restaurants on site, and 3 Military Dining Facilities (DFACs) some of which serve 4 meals daily.

About the Position: Serves as Traffic Management Specialist in a Transportation Battalion, for Military Surface Deployment and Distribution Command (SDDC).
Major duties
Plans and coordinates day-to-day terminal operations and traffic management for all cargo (import/export). Performs duties in relation to distribution and traffic management operations, including cargo documentation, booking, accountability, manifests, and customs clearance. Applies knowledge of Defense Transportation Regulations and policies. Represents Military Surface Deployment and Distribution Command (SDDC) in support of regional logistical missions within the Detachment’s within Area of Responsibility (AOR). Determines the most effective method for the nationwide movement of retrograde and frustrated cargo, and for local deliveries. Develops Transportation solutions and makes recommendations, corrects deficiencies if problems arise.

Specialized Experience: One year of specialized experience which includes 1) Providing technical direction and support for cargo movement and distribution; 2) Analyzing transportation data to determine cost-effective transportation methods; AND 3) Utilizing automated transportation systems to plan, coordinate, forecast and maintain in-transit visibility of movement requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Communications Customer Service Planning and Evaluating Transportation Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
