About Pentagon Force Protection Agency
The mission of the Pentagon Force Protection Agency (PFPA) is to provide force protection, security, and law enforcement to safeguard personnel, facilities, infrastructure, and other resources for the Pentagon Reservation and designated DoD facilities (hereinafter referred to as “the Pentagon Facilities”) within the National Capital Region (NCR), including the Raven Rock Mountain Complex (RRMC), Adams County, PA. PFPA addresses the full spectrum of threats by utilizing a balanced approach of comprehensive protective intelligence and counterintelligence analysis, to include forensic and biometric-enabled information, to determine the appropriate protective posture for personnel and facilities; prevention, preparedness, detection; all-hazards response; DoD emergency management; support the lead response management agency during an emergency or crisis; and provide comprehensive threat assessments, security, and protection services for Office of the Secretary of Defense personnel and other persons conducting official business or visiting the Pentagon. The PFPA is the DoD focal point for collaborating and coordinating with other DoD Components, other Executive departments and agencies, and State and local authorities on matters involving force protection, security, and law enforcement activities that impact the Pentagon Facilities.
Job summary
This position is located in the Pentagon Operations Center (POC) Division. The mission of the POC, and particularly of the Telecommunications Equipment Operator, is to observe, receive, validate, and react to information regarding indications of potential threats to public safety, physical security breaches, or compromises of infrastructure integrity at Pentagon facilities in the NCR in order to provide a safe work environment for the DoD community and its visitors.
Major duties
Applicants will be reviewed throughout the open period of this announcement. The first cut-off date for consideration of applicants will be November 25, 2024. This vacancy announcement is to gather applications which may or may not result in a referral or selection. Incumbent typical work assignments may include the following: The employee is the initial contact in managing requests for services and obtains and prepares the pertinent information for the allocation of public safety resources. The employee makes independent decisions, conveys information and processes referrals; works in cooperation with a Public Safety Telecommunicator II. The employee may serve as the Communications Training Officer (CTO) and/or Emergency Medical Dispatch Quality (EMD-Q) Improvement Specialist.
Qualification
Continues Conditions of Employment Employees assigned to this position are designated as EMERGENCY EMPLOYEES. Emergency employees are expected to report for, or remain at. work in dismissal or closure situations due to adverse weather conditions, natural disasters, or other emergency situations ( e.g., building closure due to power outage) causing disruptions of government operations, unless otherwise directed by their supervisor. Retention in this position is contingent upon the successful completion and passing of all agency training requirements which include, but are not limited to: a. Obtain and maintain CPR/ AED certification within 40 days of entry on duty b. Obtain DoD HazMat Awareness certification within 40 days of entry on duty c. Obtain and maintain Pro Board DoD Telecommunicator I & II certification within 270 days of entry on duty d. Obtain and maintain IAED EMO and EMD-Q Improvement Specialist (if selected) certification within 270 days of entry on duty e. All training requirements outlined in Pentagon Force Protection Agency Integrated Emergency Operations Center Manual 3002.00 V-1, Training Program Manual There is potential for the employee to be exposed to extremely high levels of mental and emotional stress due to the nature of incoming calls and incidents, emergency nature of the work, the rigid time constraints for response actions, the emotional state of the persons calling for service, and the nature and consequences of the decisions the employee is required to make. The employee may be required to use hearing correction devices to augment their natural hearing in order to meet the requirements listed in accordance with the standards set forth in National Emergency Number Association (NENA) Hearing Standards for Public Safety Telecommunicators, Document 54-002, June 10, 2006. You may qualify at the GS-08 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-07 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates: 1) Evaluating emergency calls to determine problem/nature of call to dispatch appropriate emergency personnel or equipment; 2) Assisting with a service request or direct caller to the appropriate department based on request for service; and 3) Providing callers emergency medical instructions of first aid techniques, including Cardiopulmonary Resuscitation (CPR). You may qualify at the GS-07 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-06 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates: 1) operating a variety of communication equipment; 2) providing post-dispatch and pre-arrival instructions for all response resources, usually in stressful and highly dynamic environments; and, 3) reporting discrepancies experienced while using communications equipment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation.
