Major duties
Oversees the performance of Government Purchase Card support work provided to the industrial site using simplified micro-purchase procedures. Serves as the designated Authorizing Official (AO) for the Government Purchase Card Program. Directs and controls the work of lower grade Purchasing Agents to research and use various types of contracts and tools to efficiently procure materiel via Government Purchase Card. Purchases materials that are pre-dominantly specialized, are of new design, obsolete or uncommon items for Navy submarines or ships. Supervises, coaches, guides, and directs the work of subordinates and ensures their work is performed in accordance with applicable regulations, established policies, procedures and practices.
Qualification
To qualify for a Supervisory Purchasing Agent, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. For current and former Federal civilian service employees, to qualify for the GS-09 grade level, specialized experience must be at the GS-07 grade level or equivalent under other pay systems in the Federal service, military or private sector. For all other applicants, to qualify for the GS-09 grade level, specialized experience must be at the GS-08 grade level or equivalent in the military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Reviewing procurement packages for accuracy. - Determining proper procedures to obtain requirements that will meet delivery schedule, at the best price, and confirming to card order policies and regulations. - Performing market research, identifying potential vendors and completing GPC (General Purchase Card) transactions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
