Job summary

You will serve as a Supervisory Program Manager (Deputy MRO) in the MRO Production Department of FLEET READINESS CENTER WESTERN PACIFIC. ***ACCESS TO MEDICAL AND DENTAL CARE IN JAPAN IS EXTREMELY LIMITED. Please see Additional Information section below.***

Major duties

You will serve as a Program Manager with primary responsibility for all aspects of assigned projects for Maintenance, Repair and Overhaul planning and contract execution at FRC WESTPAC You will lead Integrated Product Team Leads and collaborate with the Acquisition Department in the planning, coordinating, and collaborating with customers. You will lead and provide oversight in such things as: acquisition strategies, market research, Justifications and Approvals, Source Selection Plan, source selection evaluation criteria, and Independent Government Cost Estimates. You will assume the responsibilities of the Contracting Officers Representative for the Depot Level Maintenance Contracts at the command. You will serve as a technical point of contact for the solicitation of preventive maintenance contract services and work with all pertinent entities in order to develop solicitation strategy for the preventive maintenance contract. You will serve as the first line supervisor of approximately seven direct reporting employees and a team of military and Japanese Master Labor Contractor employees. You will set work priorities, makes assignments to subordinates and reviews their work, and give advice, counsel, or instruction to employees on both work and administrative matters. You will serve as liaison with applicable tri-service and national components, headquarters, system and equipment contractors and support contractors tasked with supporting FRC WESTPAC programs. You will support the contracting activity by participating in pre-award and post-award conferences with contractors to ensure understanding of contractual requirements and special provisions.

Qualification

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilizing Depot Level Maintenance processes, product support methods, technical documentation, and specifications. Applying analytical techniques to plan, schedule, and conduct studies for operational improvement. Using problem-solving methods to identify program problems, draw conclusions, and recommend solutions. Interpreting acquisition and procurement policies, executive orders, and regulations to analyze acquisition issues and impacts. ADDITIONAL INFORMATION: This position is designated as DoN Program Management (PM) "Practitioner" Functional Area within the Acquisition Work Force (AWF) in accordance with Under Secretary of Defense (Acquisition and Sustainment) memorandum BtB dated 2 September 2020. The positon is designated as a Non Critical Acquisition position in accordance with DoN BtB position designation guidance dated 11 January 2022. Incumbent is required to attain DAWIA certification of Program Management Practitioner or Engineering & Technical Management Practitioner within 12 months of Entrance of Duty (EOD) date. Incumbent shall complete 80 continuous learning hours every two years and maintain Program Management (Practitioner) certification. Contracting Officer Representative (COR) Training must be completed within 12 months after assignment.
