Job summary

You will serve as a SUPERVISORY MANAGEMENT AND PROGRAM ANALYST in the PERSONNEL INFORMATION MANAGEMENT DEPARTMENT of NAVY PERSONNEL COMMAND.

Major duties

You will serve as the Deputy Assistant Commander, Personnel Information Management Department providing personnel information policy and management and serve as the principal advisor of military personnel information management. You will ensure the efficient and cost-effective utilization of personnel information systems and other technological resources. You will participate in the budgetary process, preparing and justifying budgetary needs and executing the budget under organization procedures. You will oversee the Electronic Military Personnel Records System (EMPRS) and Official Military Personnel Files (OMPF) records program including administration of records department and agency utilization of all personnel records. You will provide oversight of personal forms processing as well as implementation of directive and policy guidance pertaining to the management of the military FITREP/Evaluation and Counseling program. You will provide technical and administrative supervision of the Personnel Information Management Department; planning work, resolving complaints, evaluating performance and identifying training needs of employees. You will participate in the development and management of the Annual Selection Board process.

Qualification

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing administrative support and policy adherence for all facets of personnel information/records management and systems; 2) Analyzing agency-wide personnel information program functions, budgets and structure to improve program effectiveness; 3) Administering oversight of personnel forms processing and various military personnel programs (e.g., Fitness, Evaluation, Counseling, Selection Boards); and 4) Organizing and leading teams to resolve complex administrative issues and problems with the development of new approaches and/or introduction of new technology.
