Job summary

Major duties

Serves as Reporting and Analysis Branch Chief, conducting analysis to determine the effectiveness of operations, compliance with established Accounts Payable policies/procedures, reliability of transactions, and validity of supporting documentation. Manages the review of financial policies, guidelines, data, documents, reports, processes, and procedures to determine trends preventing operational efficiency. Identifies potential problem areas and develops actions and tasking to improve operations, correct deficiencies, and resolve all discrepancies posed by internal and external sources. Executes policy made at higher levels and provides policy, administrative, and technical guidance. Monitors the organization’s internal metrics and other performance measurement indicators. Participates in formal and informal management planning, policy, and decision-making sessions.

Qualification

Qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-11) in the Federal service, which demonstrates the ability to perform the duties of the position. Specialized experience is defined as: performing extensive financial management analysis of governing policies, business procedures, and regulations to ensure improvements, efficiency, and effectiveness of operations. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education is not substitutable for specialized experience at this grade level.
