Job summary

Major duties
The duties, described below, represent the major duties performed at the GS-12 level. The duties performed for developmental positions will be of limited scope and complexity to develop skills, proficiency, and work experience. Reviews, and signs off on detailed administrative report based on waiver documents received, review of all aspects of the request and prior DOHA (Defense Office of Hearings and Appeals) decisions. Evaluates the work of subordinates, develops performance standards, ensures training needs are met and provides instruction to employees on work-related assignments. Reviews waiver applications and supporting documents from all services, active and reserve, military retirees/annuitants, and current/former civilians. Includes reviewing work by subordinates and reports for external customers. Conducts analysis of financial policies, operation metrics, and employee procedures and processes to determine trends preventing efficiency within branch. Provides review to organization leadership as needed. Responsible for the development, documentation and implementation of internal processes and administrative/technical controls.
Qualification
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-11, applicants must have served 52 weeks as a GS-09 or higher in the Federal service. To be considered for the GS-12, applicants must have served 52 weeks as a GS-11 or higher in the Federal service. Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09 if applying at the GS-11 level or GS-11 if applying at the GS-12 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required. GS-11 Specialized Experience is defined as: performing financial management analysis and evaluation of automated financial systems, governing policies, business procedures, and regulations; and providing professional advice, assistance, and information to customers. GS-12 Specialized Experience is defined as: performing extensive financial management analysis and evaluation of automated financial systems, governing policies, business procedures, and regulations to ensure the efficiency and effectiveness of operations; and providing professional advice, assistance, and information to customers and less senior staff. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html). GS 12 and above: Education is not substitutable for specialized experience at this grade level.
