Job summary
You will serve as a SUPERVISORY COUNTERINTELLIGENCE OFFICER of NCIS. All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status.
Major duties
You will oversee and manage a diverse team of counterintelligence professionals, including federal employees and contractors. You will be responsible for planning, scheduling, and reviewing work; providing training and development; and ensuring adherence to organizational goals and standards. You will create and enforce counterintelligence policies and procedures to safeguard Department of the Navy operations, personnel, and classified information. You will develop strategies to mitigate foreign intelligence threats and allocate resources effectively to meet mission requirements. You will collaborate with domestic and international partners to share intelligence, align efforts, and address counterintelligence challenges. You will serve as a principal advisor on counterintelligence matters, providing guidance to senior leadership and supporting sensitive operations and investigations. You will design and deliver training initiatives while identifying and mitigating potential insider threats and vulnerabilities.
Qualification
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with Department of Defense counterintelligence (CI) operations, investigations, collections, analysis, and functional services, coupled with proven leadership abilities in supervising and managing teams, setting goals, providing feedback, and addressing developmental needs. Experience developing and implementing policies, overseeing complex operations, and aligning organizational efforts with strategic objectives. Experience building relationships across federal agencies, military branches, and international partners to coordinate counterintelligence activities. Experience with oral and written communication skills to convey complex information, deliver impactful briefings, and advocate for policy changes.
