Job summary
The selectee for this position will serve as a SUPERVISORY CONTRACT SPECIALIST in the of ASN RDA WASHINGTON DC.
Major duties
You will Initiates, develops, and recommends acquisition/contracting/business policies and procedures to the Assistant Secretary of the Navy (Research, Development and Acquisition) (ASN (RD -A)) and DASN(P) for implementation throughout the DON. You will identify critical and/or unprecedented need for policy changes concerning chronic problem areas. You will initiate new DON procurement policy to improve the efficiency and effectiveness of the contracting process within the DON. You will analyze and develops DON positions in response to audit recommendations from various auditing agencies. You will promulgate policy changes and DON implementation of policy to buying commands. Promulgation of policy includes updating the Navy/Marine Corps Acquisition Regulation Supplement (NMCARS) as necessary. You will provide expert and timely policy interpretation, providing contracting officers the ability to procure mission essential products and services, on time and at fair and reasonable prices.
Qualification
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialize experience at or equivalent to the NH-03 or GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading and overseeing a team of procurement professionals regarding the full spectrum of pre and post award issues including policy interpretation and execution; Making authoritative decisions, providing expert technical guidance and consultation on complex pre and post award matters involving large high dollar Request for Proposals (RFP)s and contacts related to: cost type and fixed price acquisitions for research and development, services and supplies for commercial and non-commercial; and Utilizing business acumen in advising senior leadership and contracting officers on matters pertaining to unprecedented contracting issues, contracting procedures, and policy interpretation in support of competitive acquisitions and sole-source negotiations. Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
