Job summary
You will serve as the Maintenance Programs Division Head (900F.2) in the Production Facilities Department (900F) of PORTSMOUTH NAVAL SHIPYARD. ***APPOINTMENT TYPE: TEMPORARY PROMOTION NOT TO EXCEED 1 YEAR AND MAY BECOME PERMANENT WITHOUT FURTHER COMPETITION***
Major duties
You will analyze and evaluate shop manpower resources, work operations, equipment, and facilities against current and future scheduled work requirements. You will maintain a balance of nuclear qualified workers in addition to non-nuclear workers to ensure the availability of necessary resources to accomplish assigned work. You will manage resources after review and approval of budget parameters. You will institute policies and procedures to ensure compliance with directions concerning accurate charging and cost and schedule variance. You will administer an effective labor relations program within the shop and maintain a good working relationship among subordinate supervisors and employees. You will direct the implementation of Equal Employment Opportunity precepts that comply with all aspects of the concept in a positive manner.
Qualification
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience using analytical management techniques pertaining to production and material control, cost control and personnel management. Experience with all phases of nuclear and non-nuclear surface or subsurface ship repair and overhaul to manage various levels of Shop Supervisors and trades people. Experience managing the development of long term training to maintain the necessary skill requirements for the Shop. Experience with negotiated agreement procedures and shipyard instructions to ensure maintenance of discipline and morale. Experience applying knowledge of precedent labor relations case decisions.
