Major duties
Serves as a Senior Financial Analyst for assigned Nonappropriated Fund (NAF) programs in the Installation Management Command (IMCOM) G9, Financial Management Funds Control branch. Using required/applicable automation software/hardware, incumbent performs a wide range and variety of analytical, technical, and administrative tasks during all phases of the budgetary and execution process for assigned portion(s) of FMWRC's NAF operating budget. Provides expert technical assistance and advice to program directors/managers at the headquarters, IMCOM G9, IMCOM Directorates, comparable level(s) on all phases of NAF budgeting. Participates in the development of reporting requirements for the preparation, collection, justification, and submission of budgetary data. Reviews, analyzes, edits, and consolidates budget submissions for assigned activities. Assures budgets are coordinated, realistic, and support long-range planning. Executes, monitors, coordinates, and provides oversight to the operating and reimbursable program. Reviews and analyzes financial reports to identify trends, and to report financial positions on a continuing basis. May perform Team Leader or Supervisory duties as assigned. **Incumbent is required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 30 August 1993.
Qualification
QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position. MINIMUM QUALIFICATIONS: Progressively responsible work experience demonstrating an acquired knowledge of the principles, practices, and techniques of financial analysis. Knowledge of policies, processes, procedures, and regulations governing budgetary processes. Ability to apply knowledge in reviewing, analyzing, revising, and recommending approval, disapproval or modification of budget requests and justifications. Ability to conduct studies, analyze data, develop alternatives, and make recommendations to resolve budget problems. Knowledge and understanding of the substantive nature of the Army's Morale, Welfare, and Recreation (MWR) and community and family support operating programs and their interrelationships and funding channels. All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education. HIGHLY QUALIFYING CRITERIA: 1) Proficient with tools and software necessary to analyze and report financial data (SMIRF, FMBS, Great Plains, EDM, SNACS/PRISM, Excel, Word, Power Point, Access, Power BI, Forms, Power Automate, etc.) 2) Experience presenting financial information clearly and persuasively to various stakeholders with the ability to translate complex financial data into understandable and informative insights. 3) Ability to create products (dashboards / presentations) representing financial status of various programs/locations with crucial data necessary to forecast future performance and make strategic decisions. 4) Experience working with a broad range of MWR programs (Business Operations, Community Recreation, Child & Youth Services, etc.) and an understanding of their unique missions and financial / regulatory restrictions.
