Job summary

About the Position: Serve as a Realty Specialist (Regional Technical Specialist) for the administration of P.L.91-646 relocations under the Federal Relocation Assistance Program with the U.S. Army Corps of Engineers, Great Lakes and Ohio River Division. This is a competitive upgrade of an encumbered position, no vacancy exists. Selectee will remain at thier current LRD District location.

Major duties

Regional Technical Specialist for Civil Works and Military programs administering P.L. 91-646 relocations (residential, commercial, tenant and temporary) under the Federal Relocation Assistance Program as well as facility and utility relocations. Function as the Regional Technical authority, apply new theories and standards to problems not susceptible to treatment by accepted and established realty practices and procedures. The incumbent will use his/her skills, creativity and mastery of real estate principles, policies, and methodologies to independently accomplish duties. Provide technical advice and training to personnel within the Districts on behalf of the Region. Advise districts concerning Non-Federal Sponsor oversight and crediting of relocation payments, to include residential, commercial tenant, not-for-profits, facilities, and utilities. Serve as regional liaison with Department of Transportation and Federal Highway Administration, lead agencies for relocations.

Current Civilian Employees of the Organization In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes advising on Civil Works and Military programs in the administration of Public Law 91-646 relocations under the Federal Relocation Assistance Program; applying standard and new Realty practices and procedures; and providing solutions for U.S. Army Corps of Engineers acquisition mission issues. You will be evaluated on the basis of your level of competency in the following areas: Communications Decision Making Real Estate Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
