Major duties
Ensure contractor compliance with all requirements related to the design, manufacturing, repair, overhaul, and modernization of a variety of items for contractor and customer activities throughout the world. Independently applies a wide range of methods, principles, and practices related to the quality control/assurance fields such as statistical analysis, control and sampling, and quality data analysis and evaluation to determine contractor compliance. Incorporates a thorough and detailed QA knowledge in applying various methods and techniques for investigating, analyzing, and ensuring corrective action on complex quality problems. Develop and implement a surveillance plan which begins with clear objectives supported by a master schedule that includes identification of contractor and sub-contractor production needs. Independently perform audits/surveillance of contractor’s processes to ensure customer and contractual requirements are met.
Qualification
To qualify for a Quality Assurance Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify for the NH-03 level, specialized experience must be at the NH-02 or GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Creditable specialized experience includes: The application of the full range of principles, concepts, and methodologies related to the quality assurance functional programs. Establish process measurement points and statistical techniques/methods to measure, analyze, and continuously improve processes. Experience applying process-related practices, methods, and techniques such as statistical analysis; control and sampling; process proofing; and quality data analysis, to evaluate Government and contractor data and determine contractor compliance with the many aspects of quality control. Perform investigations of defective material for cause and corrective action and initiate process improvements with the contractor as needed.

Substitution of education may not be used in lieu of specialized experience for this grade level.
