The primary purpose of this position is to manage the fuels quality control program focusing on quality assurance and safety and is the USAF's subject matter expert on base level fuel quality. provides advisory safety services on assigned quality control programs.
Major duties
Duty 1: Plans, directs, coordinates, and evaluates activities necessary to the overall management of a fuel quality control program affecting complex multi-mission installations and tenant command organizations. Duty 2: Plans investigations and analyzes mishaps and hazardous conditions to determine origin, causes, and contributing elements and prepares written evaluation reports concerning findings. Duty 3: Prepares regulations, manauls and technical orders and assists in developing specialized local regulations defining fuels programs, mishap prevention, handling, and storage procedures. Duty 4: Abides by all laws, regulations and policy.
Qualification
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, IAW OPM Qualification Standards Group Coverage for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Specialized experience must include experience in two or more of the following areas: (1) Managing an AF-wide aviation/ground fuel quality surveillance program focusing on base and specification laboratory fuel testing procedures/equipment. (2) DoD bulk petroleum quality assurance/surveillance standards/programs; joint interoperability with DoD/commercial fuels specifications/standards. (3) Experience performing military, host nation and/or current ASTM International fuel specific fuel testing methods; knowledge of refueling equipment/infrastructure issues related to fuel quality to ensure safety of flight. (4) Performs supply chain management quality functions for the DoD. (5) Evaluates contractor's quality processes, procedures, and documentation for completeness, adequacy, and accuracy. (6) Program management of DoD Secure Fuel Support; and/or (7) determine suitability for use of foreign military/commercial aviation fuel specifications. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of established quality assurance/control methods, principles and practices, including statistical analysis and sampling techniques, and current legislative issues as they relate to the military fuels program. 2. Knowledge of the requirements, methods, and techniques of accident and mishap investigation, analysis, resolution of safety problems, and formal reporting procedures. 3. Knowledge of risk assessment methods and techniques for evaluation of fuels programs, occupational safety and health risks. 4. Skill in communication techniques, principles, and regulations to communicate effectively, both orally and in writing, in responding to work related problems and questions. 5. Knowledge of inspection, test and measurement techniques. 6. Knowledge of standard training techniques, methods, and materials sufficient to develop and present fuels training and instructional session. 7. Knowledge of relationship of quality assurance to other activities such as contract administration, engineering, supply. 8. Skill in the interpretation of engineering drawings and specifications sufficient to identify hazardous conditions in proposed facilities. 9. Ability to plan, organize work, and meet deadlines. 10. Skill in interpreting and applying product specifications, technical data, regulations, policy statement and other guideline materials. 11. Skill in conducting studies and investigations, problem analysis, and developing logical and documented recommendations. 12. Skill in establishing effective interpersonal relationships, along with extensive knowledge of liquid fuels PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
