About Defense Counterintelligence and Security Agency

Mission Statement The Defense Counterintelligence and Security Agency (DCSA) is a separate Agency of the Department of Defense (DoD) under the direction, authority, and control of the Under Secretary of Defense for Intelligence and Security (USD (I&S). The mission of the DCSA is as follows: -Deliver efficient and effective background investigations, adjudications and continuous vetting to safeguard the integrity and trustworthiness of an agile federal and contractor workforce, and preserve military readiness and warfighting capabilities -Identify and neutralize foreign intelligence threats to the USG’s trusted workforce and critical technologies -Develop and articulate holistic threat picture of risk posed by foreign intelligence entities and hostile insiders, enabling the USG to strengthen our security posture, continuously protect against the evolving threat, and enable action agencies to more effectively counter adversaries -Contribute meaningful analysis to the Intelligence Community (IC)-Manage the National Industrial Security Program (NISP) on behalf of the Secretary of Defense by clearing industrial facilities, personnel, and associated IT systems -Identify and defeat threats presented to critical technologies and through the supply chain -Provide education, training, research, and security awareness to DoD, other federal government organizations, and industry -Execute enterprise management responsibilities for DoD Security and Insider Threat Programs.

Job summary

The DCSA Chief of Security Programs (SPO) office is seeking an experienced Program Specialist (PS) to serve as the program manager leading the Security Programs Information Database Repository ensuring compliance and consistency with DoD Security policy and regulations. The PS provides technical advice, guidance and counsel to DCSA officials and organizations on security database policies and procedures, program development and management, and security training and awareness.

Major duties

As a PROGRAM SPECIALIST you will be responsible for the following duties: Managing and overseeing the cloud-based Security Programs Information Database Repository and provide technical advice, policy clarification, and assistance to the Program Coordinator and DCSA SPO senior leadership in the area of Database Security. Serving as the authoritative representative and spokesperson regarding DCSA Security Database equities, the ServiceNow cloud-based database platform, database objectives and requirements within the DoD, federal and interagency security communities. Developing recommendations for strategic communication, training and awareness activities associated with the Security Database platform. Coordinating and synchronize all activities of the Security Database platform, working with other DCSA offices to achieve mission success for the agency. Developing plans, schedules, timelines, and tracking and testing mechanisms to grow and expand the Security Database as the needs of the program evolve, evaluate progress, risks, and ensure database information integrity. Conducting program reviews to evaluate and assess the effectiveness and efficiency of the Security Database. Database reviews should occur quarterly. Conducting database user training and create awareness products to educate personnel on the understanding of user-based roles within the Security Database Program.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GG/GS-12) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Demonstrated experience of headquarters-level operations to develop security program criteria, provide guidance and coordinate plans and objectives across the enterprise. Experience working with the concepts, theories, principles and procedures associated with Security Database policies, procedures and techniques. Experience in projecting organizational requirements in a rapidly changing environment. Experience applying a wide range of advanced analytical skills, combined with the capability to develop, deploy and manage programs associated with operations security procedures, processes, methodologies and standards. Experience and ability to formulate, organize and plan policy, direct and formulate strategies in view of work situations, resource availability, cost effectiveness and progress or result desired. Experience with management and organizational principles and practices with a comprehensive knowledge of mission operational requirements, practices and techniques to include resource management, supply and inventory management, records and mail management, management and operation of information systems and automation processes. Experience in change management, introducing change to senior officials and identifying and implementing best management practices. Skill at building coalitions and consensus when faced with difficult and complex program planning issues and problems and achieving results in programmatic matters and relationships. Specifically you will be evaluated on the following competencies: Program Management - Designs, implements and manages multiple or ongoing programs/projects, and directs the related resources, personnel and activities. Management Analysis - Conducts research and solves organizational inefficiencies to increase the effectiveness of the organization. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternates, and to make recommendations. Creativity and Innovation - Develops new insights into situations; questions conventional approaches; encourages new ideas and innovations; designs and implements new or cutting edge programs/processes. Critical Thinking - Exercising sound reasoning and analytical thinking, using knowledge, facts, and data to resolve workplace issues.
