Job summary
About the Position: This position serves as the Civil Disaster and Emergency Support Function Program Manager for remedial action, evaluation and corrective action, organizational inspections, and certification programs. This announcement is for current, permanent Army employees that would like to be considered for a time-limited promotion, reassignment or change to lower grade. The actual duty station will be negotiated upon selection. Salary will vary depending on duty station location.
Major duties
Evaluate Emergency response programs associated with the National Response Framework Emergency Support Function 3, public works and engineering, and Public Law 84-99 flood control and coastal storm response for compliance with rules and regulations. Provide recommendations on process improvements from program analysis results. Serve as a Program Manager supporting Civil Disaster and Emergency Support Function 3 and Public Law 84-99 programs. Oversee the process to plan, develop, and monitor the implementation of requirements supporting emergency response requirements under ESF 3 and PL 84-99 authorities.

Specialized Experience: One year specialized experience at the GS-12 level or equivalent in the federal service performing the following: 1) Supporting emergency response programs associated with the National Response Framework and Public Law 84-99; 2) monitoring emergency response program actions for compliance; 3) gathering emergency response program data for analysis and preparing reviews; 4) developing recommendations based on analysis of emergency response program data; and/or 5) providing counsel to various personnel on emergency response program management policies. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
