Job summary

This position is assigned to the Joint Service Projects team, N9S; Commander, Navy Installations Command HQ; Millington, TN or Washington, D.C. This position is responsible for the administrative support of the Morale, Welfare and Recreation American Forces Travel (AFT) Program, which includes supporting a diverse vacation travel website for all eligible patrons including military, retired and Department of Defense (DoD) personnel inclusive of Navy, Army, Marine Corps, Coast Guard and Air Force.

Major duties

Program Analyst duties in support of the AFT include but are not limited to: Performs technical support operations for the AFT to include service delivery, program assessment, system operations guidance, and long-range planning. Liaisons with Service program managers to inform them of policy updates, changes in deadlines or requirements, and to solve issues in a timely manner. Supports daily operations and processes to ensure compliance with required accounting procedures and fiscal integrity of the program. Assists in negotiations with contracted vendors ensuring fair terms, reasonable prices and that products meet established guidelines and customer needs. Analyzes and assists in preparation of the AFT annual operating budget and provides profit and loss recommendations to ensure program meets budget guidelines. Provides assistance in development of standard operating procedures, audit documentation, and revenue tracking procedures for all aspects of AFT. Attends meetings with Service representatives, industry vendors, and conducts briefings at ticket/travel conferences as required. Enters project management trouble tickets and follows up on completion of work assigned to outside contractor or Information Technology (IT) division. Tests and validates modifications to the AFT website for release to production. Maintains response and replies to customers, Service partners, and various other stakeholders on emails to assure smooth operation of the site and customer facing aspects of the service. Drafts weekly updates and American Forces Travel (AFT). Serves as subject matter expert on all technical and procedural functions of AFT components including customer authentication, program financial performance, future site development, and program marketing campaigns. Serves as a contracting officer representative (COR) monitoring all aspects of vendor performance to contract specifications. Reconciles AFT site sales with Service specific authentication and distributes program commissions to all DoD's participating Services. Compiles, analyzes commission reports and posts commissions to installations and HQ program cost centers Validates and confirms active contracts have adequate barcodes and dates for field sales. Conducts research and stays abreast of the latest technology, trends and developments in the entertainment ticket and leisure travel industry. Conducts research and analysis on leisure travel products offered online, via other Military branch voucher programs and through other commercial closed user groups. Program Analyst duties for all joint Service projects include but are not limited to: Provides administrative support to DoD leads and the Joint Service Project lead. Maintains communication with DoD, Department of Navy (DON), and applicable government and civilian agencies, and industry vendors for the effective management of the program as directed. Provides technical direction, guidance and assessment of compliance with applicable DoD and DON instructions and policies affecting Joint Service projects. Uses statistical data and accounting reports to support recommendations for improved performance. Works with Headquarters (HQ) IT managers/installers, accounting/finance managers, facility planners, as well as Region/Installation MWR managers and staff to provide analysis to resolve issues. Develops contacts and creates professional proposals to assist in facilitation of marketing meetings, briefings and follow-up. Assists with analysis of joint project performance. Develops training guides and desk references for field managers and staff. Develops written material and data for Navy or other publications, annual reports, testimony, training and policy manuals, pamphlets, social media outlets, or websites.

Qualification

A qualified candidate must possess the following: At least three years of specialized experience performing administrative support for vacation travel websites and other travel programs or oversight of similar programs. A qualified candidate must also possess the following: Knowledge of the goals, principles and techniques in the administration, management and financial practices of leisure travel operations in military and private sector settings. Knowledge of program areas and industry benchmarks related to the ticket and leisure travel industry and community recreation in a military setting. Knowledge and skill in support of active leisure travel contracts, program issues and operational requirements with customers, suppliers and industry professionals ensuring the prices and products meet established guidelines and customer needs. Knowledge of non-appropriated and appropriated fund financial management to include reading financial statements, budgeting, cost and profitability analysis, internal controls, and inventory management, and procurement. Knowledge of and skill in computer software commonly used in the workplace (e.g., Excel, Publisher, JIRA, Word, PowerPoint). Ability to develop and effectively deliver presentations and/or training. Ability to communicate effectively both orally and in writing.
