Job summary

You will serve as a PROGRAM ANALYST in the Business Operations Branch (Code 1213) of the Business and Strategic Planning Office (Code 1200) of PEARL HARBOR NSY AND IMF.

Major duties

You will manage a variety of administrative and management programs. You will develop and evaluate procedures to ensure the requirements for departmental personnel, supply, safety, security, etc. are met. You will provide input and recommendations on the adequacy and efficiency of the organizations operational plans, policies, procedures and facilities. You will manage the department's development/training program for qualifications and certifications. You will maintain student training enrollment and completion records. You will compile and analyze project performance metrics. You will prepare assessments and present material for management to identify and determine actions needed to mitigate problems. You will participate in meetings, conferences, presentations, etc. to review and assess project performance metrics. You will assess the effectiveness of metrics, processes, practices, analysis methods and presentation techniques and identify improvement actions needed.

Qualification

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing and evaluating administrative and management programs concerning department development and training performance data, processes, and functions to identify inefficiencies in training, development, or costs to recommend improvements. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
