About Organization of the Joint Chiefs of Staff

The Joint Staff J6, Deputy Director for Command and Control, Computer, Communication/Cyber (C5) Integration, Architecture Integration Division (AID) is responsible for development of Warfighting Mission Area (WMA) integrated architectures and to provide a comprehensive, discoverable, accessible, reusable, and authoritative database accessible to the Department of Defense (DoD) Enterprise for architecture development and analysis, joint mission thread development from the tactical to strategic level, and architecture analysis support for capability development, assessments, acquisition and Joint Capabilities Integration and Development System (JCIDS) processes.

Job summary

This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will be responsible for supporting the Branch Chief and Division Chief through the performance of functions to guide and assess tasks and deliverables to develop and sustain joint and multinational Combined Joint All-Domain C2 concepts and capabilities.

Major duties

As a PROGRAM ANALYST at the GS-0343-14 some of your typical work assignments may include: Identify, validate, prioritize and manage Joint C2 requirements, and per Joint Requirements Oversight Council (JROC)-delegation, adjust such requirements as necessary. Identify and develop doctrine, organization, training, materiel, leadership awareness/education, personnel,facilities, and policy (DOTMLPF-P) recommendations for CJADC2 capabilities. Support capability assessment and implementation decisions of CJADC2 approved capabilities worldwide. Serve as a J6 Directorate's representative to CJADC2 decision making forums such as the DMAG; provide early identification, validation, and prioritization of Joint C2 system/capability problem report. In coordination with external organizations, evaluate performance adequacy and policy compliance via joint assessment activities related to CJADC2 capability certification to ensure force integration and interoperability.

Qualification

You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Assessing Joint Staff capabilities, developing and managing the Capstone Initial Capabilities Document and developing and conducting Capability Portfolio Management reviews; Analyzing and evaluating mission-oriented programs, milestones and the effectiveness of Combined Joint All-Domain Command and Control capability; Articulating, with minimal to no preparation, the impacts and effects of program management decisions on Joint Command and Control; Developing, analyzing, and validating information technology (IT) requirements for Joint C2 operational level systems through experience with the Defense Acquisition System (DAS). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
