The primary purpose: This is a formal career broadening position, established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of an identified high-potential, mid-level manager/executive; it is not a continuing position and assignment duration is NTE 36 months with rotations between divisions.

Major duties

DUTY 1 Perform career broadening duties involved with developing and reviewing logistics planning and programming documentation. DUTY 2 Serve as a team member performing career broadening assignments to include providing logistics management for fielded systems. DUTY 3 Conducts costs comparison or economic analyses. DUTY 4 Provides program oversight duties designed to meet the career broadening intent of this position. DUTY 5 Prepare and/or provide input to POM, President's Budget and/or other programming/budgeting exercises. DUTY 6 Participates in discussions meetings or serves on panels or committees. DUTY 7 Present briefings.

Qualification

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-11 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. General knowledge of logistic plans, programs, procedures, and the substantive nature of operating programs, their inter-relationships, and of the theories, principles and techniques involving logistics process for sustaining system development. 2. Knowledge of program management functions, principles, techniques, program goals and the organizational elements involved in accomplishing program objectives. 3. Knowledge of the Congressional budget and legislative enactment process, and the DoD planning, programming, budgeting and execution (PPBE) system to develop and refine out-year projections. 4. Skill in integrating separate functions in order to manage an entire system, and applying statistical analysis techniques, and cost comparison procedures and applicable directives and the ability to analyze data to determine changes and trends. 5. Analytical ability to discern the medium and long-range effects of a multiplicity of logistics programs developed within and external to the command. 6. Ability to communicate effectively both orally and in writing. Ability to gain cooperation from others through tact, courtesy and diplomacy.
