Major duties
You will serve as a MILITARY SUPPORT SPECIALIST at Naval Computer and Telecommunications Area Master Station Pacific (NCTAMS PAC) in the Command and Services Division (N11), Manpower and Personnel Department (N1). You will manage all pay and personnel support programs, including assisting all military personnel with pay related issues and electronic service record entries. You will oversee, train and advise designated Command Pay and Personnel Administrators (CPPAs) in pay and personnel procedures and the processing of all pay and personnel transactions, and other programs as necessary. You will ensure all documents and information required to provide command Pay/Personnel and Transportation support are relayed to the appropriate supporting organization via the current authorized electronic transaction system. You will manage the Individual Augmentee program as Domain and Command Individual Augmentee Coordinator (CIAC), including tracking of status, maintaining records, and liaison with higher headquarters and other departments. You will manage the Limited Duty program, including tracking of status, maintaining records, and liaison with chain of command. You will manage the Family Care Plan program, including tracking of status and liaison with chain of command, PSD and NPCSC, and maintaining records. You will manage the Personnel Tempo (PERSTEMPO) program, ensuring accurate accountability using BUPERS ONLINE for deployed personnel, and acting as liaison with other commands and subordinate sites. You will manage and track all screenings and other special requirements required for military personnel to execute permanent change of station orders. You will provide assistance to subordinate Commands and detachments when requested to help resolve pay and personnel issues.
Qualification
Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by: -Experience assisting military personnel with pay related issues and electronic service record entries. -Experience coordinating/recommending corrective actions regarding pay and personnel related issues. -Experience training and advising military personnel specialists in pay and personnel procedures and processing transactions. -Experience developing and reviewing standard operating procedures for pay and personnel programs and related records management. This position is within the Work Category PROFESSIONAL at Work Level FULL-PERFORMANCE, Series and Grade GG-0301-11. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Education
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: A Ph.D. or equivalent doctoral degree, OR Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree, OR LL.M, if related. COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements for the position.
