Job summary

Who may apply: Current, permanent DFAS employees in the competitive service and current DFAS VRA employees in the local commuting area and eligible DoD PPP Military Spouse preference applicants.

Major duties

Provide accurate and timely centralized pay services to Active and Reserve military service members through the maintenance of service member’s MMPA (Master Military Pay Account). Handle problem cases that are elevated by junior staff members for final resolution. Process a variety of complex pay cases requiring comprehensive review and in-depth research to determine the cause of discrepancies within a service member’s account and corrective action. Resolve the most complex military pay and allowance cases involving substantial retroactive payments, adjustments, or collections. Improvise procedures to bypass sections of the automated pay system which are blocking the processing of unusual pay actions. Determine appropriate course of action, utilizes a testing system to simulate effects of the revised/new procedure, then modifies or creates new office procedures as appropriate.

Qualification

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-06) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experienced is defined as: Reviewing and processing a wide variety of complex military payroll transactions; determining entitlements, examining, verifying all documents for propriety, completeness and accuracy, reviewing and processing final actions to resolve various complicated military payroll problems or issues using a variety of techniques. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-06 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: One (1) year of graduate education may be substituted to meet the specialized experience requirement when education is directly related to the position being filled. Equivalent combinations of successfully completed education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).
