Job summary

You will serve as a Management Analyst in the Talent Management Division of NAVSUP FLT LOGISTICS CNTR PEARL HARBOR.

Major duties

You will work with HRO staffing specialists to obtain guidance, regulations, and policies and communicate them to supervisors and managers so the hiring managers can select and implement recruitment strategies to reach the best qualified candidates. You will identify trends or potential problem areas impacting representation of minorities and individuals with targeted disabilities in the command's recruitment, promotion, or awards programs. You will recommend changes to awards policies and procedures based on review and analysis of data trends and input from managers. You will perform special projects relating to implementation of new civilian personnel programs or changes in HR services.

Qualification

Your resume must demonstrate one year of Management Analyst specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector applying a comprehensive knowledge of and a wide range of human resources management policies, theories, principles, concepts, laws, regulations, precedents, and procedures to manage civilian HR programs, manage manpower requirements and authorizations, classify positions, maintain position management, awards and telework programs, and provide advice/guidance to managers in order to recommend solutions and appropriate courses of action to problems and issues. I have experience utilizing automated personnel information systems to assimilate a wide variety of factual data and apply analytical methods and techniques to issues concerning the efficiency and effectiveness of HR program operations. Specialized experience must demonstrate a majority of the following: 1) Conduct comprehensive analytical studies of organizational functions to improve the organizations structure and staffing/manning levels, i.e. workforce trends and projections ; 2) Prepare statistical and narrative reports for use by supervisor and other command personnel to support findings and recommendations; to include staffing plans, organizational charts and all personnel reporting tools; 3) Monitor and process all awarded Request for Personnel Actions in HR tracker and DCPDS; 4) Monitor and complete check- in and check-out requirement within Total Workforce Management Systems; direct New Employee Orientation , Navy Enterprise Resource Planning and DCPDS Systems.
