Major duties

Serves as a senior Military Service Logistical Representative, assigned to the one of the four Military Service aligned branches of the Program Management Division within the Facility Sustainment Directorate Defense Logistics Agency (DLA) Energy. Manages, monitors, evaluates, and coordinates the execution of assigned Sustainment, Restoration and Modernization (SRM) programs. Responsible for the 'cradle to grave' management of all projects assigned. Serves as Outbound Military Interdepartmental Purchase Request (MIPR) Generator. Obtains MIPR Acceptance from customer and creates obligation in the Financial System. Ensures the compliance of functional and supporting organizations by establishing and monitoring milestones, performance criteria, goals and metrics. Determines work required to fully sustain, restore, modernize or demolish facilities based on the results of an SRM survey, the facility condition, projected requirements and needs of the Services. Participates in meetings to discuss strategies, and forward progress toward execution of established goals and implementation of SRM programs. Responsible for coordinating and managing comprehensive follow-on SRM surveys of fuel facilities on service managed installations for which DLA Energy has SRM responsibility. Develops and implements strategies to overcome obstacles to program execution and accomplishment.

Qualification

To qualify for a Logistics Management Specialist, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Evaluates effectiveness, efficiency, and quality of support plans using qualitative and quantitative methods. Analyzes and interprets policies, Military Services regulations and practices governing petroleum facilities operation and maintenance. Evaluates Sustainment, Restoration and Modernization (SRM) program goals, milestones, and and plans related to bulk petroleum facilities, sustainment requirement and products. Reviews contract solicitation, awards, and performance procedures to ensure programs and projects are executed in a timely manner and support the needs of the customer. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
