Job summary

You will serve as a IT SPECIALIST (ENTARCH) in the ENGINEERING (50000) of NAVWARSYSCEN ATLANTIC CHARLESTON SC.

Major duties

You will serve as a Naval Information Warfare Center Atlantic (NIWC Atlantic) Lead Engineer, with a focus on software systems development, sustainment, and modernization efforts. You will be responsible for identification and evaluation of leading-edge technology to provide technical direction for PMW specific Software Systems. You will coordinate engineering requirements with relevant Programmatic Authorities (PA), including but not limited to Program Managers (PMs), Deputy PMs, Principal Assistant Program Managers (PAPMs). You will build and lead diverse cross-competency teams to execute the appropriate engineering processes across all levels and phases of an acquisition program/project. You will Implement Technical Processes such as Stakeholder Requirements Definition, Requirements Analysis, Architecture Design, Implementation, Integration, Verification, Validation, and Transition dependent upon the program. You will address long-term readiness issues as identified by Fleet Readiness Directorate (FRD) or the ISEA (e.g., new designs or revisions/updates built to include fixes to operational issues identified by users). You will represent the IPT and command on senior level working groups with responsibility and authority to defend the activities position, influence resource allocations, and effect major change.

Qualification

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: software development with Cloud architecture and DEVSECOP experience with Ansible and Terraform; experience with ACAT programs AND leading collaborative teams of researchers, engineers, scientists, and designers. In addition, your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: oversee process improvement initiatives, mentor projects to ensure the application of software quality engineering best practices, and cyber security policies in the transition of S&T development to information systems and services. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: work closely with Center leadership, engineers and project managers to improve, create, design, and develop organizational level products, services and processes that enable the workforce to provide effective, efficient, intuitive, and elegantly engineered products for their customers. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: participate, advise or lead integrated project teams that include members from a variety of disciplines and will be able to lead small to large projects and programs that require contributions from multiple disciplines across the Center. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: provide input and guidance on the design, engineering, architecture, implementation and management of Information Technology (IT) systems.
