Job summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position utilizes thorough knowledge of spatial concepts and Geographic Information System (GIS) operations to manage and perform complex spatial analyses of extensive project areas.

Major duties

Serve as senior Geographic Information System (GIS) expert for the District. Incumbent will rely on experience in GIS applications and theory to identify the scope of large-scale, complex, and novel project investigations. Identify customer objectives and negotiate scopes of work and costs for GIS-related contracts and task orders; monitor contract progress and ensure contracted work is completed as scheduled, technically adequate, and meets customer objectives. Serve as Contracting Officer's Representative (COR) in Surveying, Mapping, and GIS contracts. Assist engineers with GIS systems access and operation. Assist with hardware/software selection and acquisition of the latest technical GIS tools. Review or establish plans for the utilization of remotely sensed data and GIS in support of bases and applications within the EUCOM/AFRICOM area of responsibility. Provide GIS consulting support to master planning, environmental, engineering, and real estate/real property accountability. Prepare written reports, charts, graphs, and maps for survey reports and engineering portions of planning studies (as needed)

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
