Job summary

About the Position: Serves as a Human Resources Specialist, G-3, Civilian Human Resources Agency (CHRA), a Direct Reporting Unit (DRU) under the Department of Army G-1.

Major duties

Applies a wide range of Human Resources (HR) knowledge and skills to provide expert staffing advice, guidance, and policy interpretation on a wide range and variety of HR issues. Reviews, develops and refines HR business processes. Develops guidance, procedures and standards for new and changing program areas. Collaborates with functional counterparts to resolve controversial and complex technical issues so that an enterprise/corporate approach may be reached. Independently performs or assists with the accomplishment of a wide variety of projects, requiring HR knowledge and expertise.

Specialized Experience: One year of specialized experience which includes one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes researching and interpreting various civilian human resources Federal laws, regulations, and policies to resolve difficult and/or controversial staffing issues; developing Standard Operating Procedures, training modules and/or guidance materials to ensure civilian staffing programs are being executed properly; identifying operational problem areas and recommending solutions to improve efficiency, accuracy, and/or quality of civilian human resources staffing services. This definition of specialized experience is typical of work performed at the lower grade/level position in the federal service (GS-12). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
