Job summary

About the Position: This position is located at the Army Benefits Center-Civilian (ABC-C), Main Post, Fort Riley, Kansas. The ABC-C is responsible for the delivery of Federal Government benefits and entitlement services using state-of-the-art technology. ABC-C provides benefits and entitlements services worldwide.

Major duties

Functions as the CHRA spokesperson on all matters related to employee benefits and/or worker’s compensation processing procedures and practices within the operating field personnel offices. Serves as the technical authority for the development and dissemination of procedural guidance to appropriate headquarters and field operating personnel offices. Determines proper response to higher echelon requests for data/information and coordinates or performs the gathering and compilation of same. Serves as the authoritative resource for CHRA on the employee benefits program; provides program leadership for the formulation, establishment, and coordination of a retirement and employee benefits program Analyzes a variety of unusual employee benefit conditions, problems, or questions. Work products or services contribute to the effectiveness of the agency and influence decisions made by employees on retirement and benefit options. Provides technical guidance and counseling to supervisors and employees on the considerations and procedures for the special retirement programs. Serves as the technical authority for the Army Special Retirement Coverage program, coordinates and is the point of contact for the operating field offices.

Specialized experience is defined as: One year of specialized experience includes work in civilian personnel benefits and entitlement program services including interpreting guidelines, regulations, and directives concerning complex benefits, workers compensation, injury compensation and unemployment compensation cases; conducting research, gathering facts, and utilizing effective analytical and evaluative methods to accurately access information and make sound recommendations and decisions; informing employees about their entitlements and use of grievance or appeal procedures; and experience conducting research on civilian human resource laws, regulations and policies to formulate solutions to complex or sensitive benefits and/or compensation and entitlements controversies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Benefits and Work Life Programs Customer Service Legal, Government and Jurisprudence Oral Communication Problem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
