Job summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a HR SPEC (R&P) T32, Position Description Number PDD1040000 and is part of the AZ Human Resources Office ARNG, National Guard.

Major duties

This position is located in a state Human Resources Office (HRO) that has responsibility for servicing both Army and Air National Guard full-time personnel. The purpose of the position is to provide support for recruitment and placement, military technician compatibility, permanent change of station moves, pay setting, recruitment and retention allowances, and reduction-in-force. Accomplishes work through the use of a variety of automated personnel systems and programs. Provides advice and support to managers, supervisors, and the Human Resources Officer on recruitment and placement matters for a variety of professional, administrative, technical and clerical occupations. Accumulates and analyzes statistics concerning recruitment and placement function such as turnover rates, quit rates, promotions, minority hire rates, hiring lag time, etc. Ensures required selection documentation and information contained thereon is correct including military compatibility; checks medical certificates and reports from references; checks security requirements; initiates select/non-select letters, etc. Interprets and applies State pay setting tools such as highest previous rate rule and recruiting and retention incentives. Assists in developing, coordinating, and maintaining state plans/guidance. Assists in educating commanders, managers, and supervisors on the various programs. Responds to inquiries on recruitment and placement related matters from the serviced workforce and coordinates with NGB-HR as required. THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

Qualification

Military Grades: Army Enlisted: E1/PVT-E7/SFC or Air Enlisted: E1/AB- E7/MSgt Compatible Military Assignments: Army Enlisted: any Army MOS or Air Enlisted: any Air AFSC SPECIALIZED EXPERIENCE: 1-year specialized experience must be equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force.

Basic knowledge of other HRO specializations, i.e. classification, employee relations, labor relations, equal employment opportunity, etc. for purposes of interacting and resolving issues. 3. Knowledge of the different organizational structures of the ANG and ARNG within the state. 4. Ability to assist in educating commanders, managers, and supervisors on the various programs. 5. Ability to communicate effectively in writing and verbally with applicants, supervisors and management.
